The situation on the Gordon Estate demonstrates the dangers that indigenous policy thinkers such as Warren Mundine, a former mayor of Dubbo, warn against. Families in which no adults work send signals to children that welfare dependency is all they have to look forward to. That is a recipe for crime in any community. According to Dubbo City Council, about 25 per cent of Aborigines in the area are unemployed, compared with a community average of 5 per cent. The people who live on the Gordon Estate have a right to police protection. But permanent answers to their problems require government agencies and local leaders to find ways to break the culture of indolence and addiction. This is easier said than done, but the only alternative to trying is endless, senseless communal violence. And that is not on.
